Reducing Frivolous Lawsuits

I’ve often heard people argue the idea that there would be less lawsuits if only the guilty party had to pay all of the attorney’s fees. This certainly would cut down on intimidation tactics and frivolous lawsuits.

The trouble with this idea is that most lawsuits never end up in court because they’re settled. Nobody really “accepts” responsibility anymore. It’s an interesting idea though and I wonder if there is a reason nobody has proposed legislation to do this sort of thing.
