We have always found that contract programmers provide great value for money compared to in house. Although they seem more expensive initially, their flexibility and productivity more than makes up for that.

Don, how do I know your not an overpriced amatuer pretending to know what he is talking about trying to make a name for himself so he can get a good in-house job while sipping margaritas by the pool in a speedo kinda guy?...

...err, my point...I have none. But man, you must have been pretty P.O'd to write this much ;-) I agree with you, the screening process for ANY postion (developer/designer/mascot) needs to be such that it filters out people who can't do(or do right) for the project/company. A lot of companys actually require a "test" be performed that can prove competancy...which, in my opinion is a good idea, so long as the guy writing the test knows what he is doing.

Youve hit the nail on the head, not everyone can afford to hire their own in-house web development team and with time Vs cost preassures contractors have to 'cut corners' (not design the most universal applications) to maintain speed, cost effectiveness and profit.
